EU Compliance Documents

If you sell laminate flooring into Poland, Romania or anywhere in the EU, the paperwork is the gate — not the price. This page lists the documents we can supply, what each one is for, and what we will only confirm once the file is on our desk.

CE · EN 14041 DoP / DoPC EN 13329 EN 13501-1 Formaldehyde EUTR / EUDR ISPM 15

Documents we can supply

Nothing on this page is a certificate. The document itself carries the number, the issuer and the measured values. If a document does not exist for the model you need, we tell you before you order — not after the container has sailed.

Compliance documents — what each one is and how to get it
Document What it is for Availability
Declaration of Performance (DoP / DoPC) The performance declaration for the board under the Construction Products Regulation, harmonised standard EN 14041. This is the document your customer's compliance file is built on. Available on request
DoP language versions CPR requires the DoP in the language of the member state where the product is sold — Polish for Poland, Romanian for Romania. Available on request — tell us the market before you order
EN 13329 test report Wear resistance, use class (domestic and commercial), dimensional stability and locking strength. The report behind the technical data, not just a wear-class label. Available on request — model coverage confirmed at order
EN 13501-1 reaction to fire Fire classification for flooring, needed for public buildings, hotels and office projects. Project buyers usually ask for a specific class. Available on request — class per model to be confirmed
Formaldehyde chamber report EN 717-1 or EN 16516 chamber test. From 6 August 2026 the REACH limit for wood-based articles is 0.062 mg/m³. Available on request — measured value stated in the report
PCP and other REACH restrictions Pentachlorophenol content and restricted substances, normally declared as items inside the DoP rather than as a separate sheet. Available on request — declared in the DoP
EUTR / EUDR timber information Species, country and region of harvest, supplier legality documentation, and geolocation where our board supplier can provide it — the inputs your due diligence statement needs. Available on request — geolocation to be confirmed
ISPM 15 wood packaging Heat-treated, IPPC-marked pallets and skids, or fumigation-free board packaging, agreed with your forwarder before the first shipment. Available on request
CN / HS classification 8 mm boards under CN 4411 13 91, 12 mm boards under CN 4411 14 91, with the board structure described for the customs declaration. Confirmed on the commercial invoice

Documents are supplied per buyer market and per project. Which models each document covers, and which language version you receive, is confirmed in writing with your quotation.

How CE actually works on a flooring order

CE is not a certificate you buy from a lab. It is a set of actions the manufacturer performs — and a distributor carries the consequence if the paperwork is not there.

  1. The manufacturer writes the DoP Under EN 14041, the manufacturer declares the performance of the board and takes legal responsibility for it. A test report from a laboratory is an input to that declaration, not a substitute for it.
  2. The CE mark and the DoP travel with the product A professional buyer does not ask "do you have CE". He asks for the DoP, the declared items, and often which body carried out the initial type testing.
  3. Factory production control keeps it valid The declaration only holds while production control is maintained, and the technical file has to be kept for ten years.
  4. So ask which models are covered That single question separates a real file from a photocopy of someone else's. We answer it before you order.

The 30-second test a Polish or Romanian buyer runs on you

He asks one question: "Can you send the DoP in Polish?" An English-only file is not a translation problem — under CPR the DoP has to be in the language of the member state where the product is sold. We supply the DoP in Polish or Romanian on request. Tell us the market before the order and we confirm the language version in writing.

Tariff: why the CN code matters more than the price

The same buyer, the same shelf. What changes between product categories is the duty — and the difference is large enough to decide whether an order works at all.

EU duty by product category — as published at the time of writing (October 2026)
Product CN code EU duty What to do
Laminate flooring, 8 mm 4411 13 91 7% MFN — no anti-dumping duty on China at the time of writing Make sure the invoice describes the structure: HDF core, melamine-impregnated paper surface, no veneer layer.
Laminate flooring, 12 mm 4411 14 91 7% MFN — no anti-dumping duty on China at the time of writing Same. Keep the thickness on the invoice consistent with the code used.
Multi-layer / engineered flooring 4418 75 00 Anti-dumping duty on China of 21.3%–36.1% (final measures in force since 14 July 2025) Never let a laminate order be described this way by mistake. Check the code before the booking, not after.
Hardwood plywood 4412 31 / 33 / 34 Anti-dumping duty on China of 86.8% (final measures in force since 21 November 2025) Not our product category. Listed so you know where the wall is in this product family.

Rates above are quoted as reported at the time of writing and change with each Official Journal publication. Confirm them in TARIC, or with your customs broker, at the time of clearance. Import VAT (23% in Poland, 21% in Romania at the time of writing) is payable by the importer and is not part of our FOB price. Anti-dumping measures can be reviewed or extended — for laminate flooring there is no measure on China today, which is not a guarantee about next year.

Ask us for the product description, not just the code

A code on its own is what causes reclassification. Ask us for the board structure description in writing — HDF core, decorative melamine-impregnated paper, no solid wood veneer layer — and put it on the invoice together with the CN code. Your broker can then defend the classification.

Formaldehyde: the number that changed in 2026

Until recently most Chinese laminate factories could answer a formaldehyde question with "E1". That answer is no longer sufficient for the EU. From 6 August 2026, REACH Annex XVII entry 77 sets a limit of 0.062 mg/m³ for wood-based articles, measured under the chamber conditions in Annex 14 to the regulation. An old E1 report at 0.124 mg/m³ does not meet the new limit.

We do not print a formaldehyde value on this website

The number that counts is the one inside a chamber test report for the specific board you are buying. Ask us for it — then read the model number on page one and check that it matches the model on your order. That is the only formaldehyde answer worth having.

Testing methods referenced: EN 717-1 (chamber method) and EN 16516. The applicable limit and test conditions are set by regulation (EU) 2023/1464; confirm the current text before you rely on a number for a contract.

EUTR / EUDR: what your due diligence statement needs from us

The obligation to file a due diligence statement sits with the operator who first places the product on the EU market — normally your company, not the Chinese factory. But you cannot file it without data from us, and that is where orders stall.

  • What we can supply on request — species, country and region of harvest, and our board supplier's legality documentation.
  • What depends on our upstream chain — plot-level geolocation and harvest dates. Our HDF comes through a board supplier, so this has to be traced back through them. We confirm what we can obtain for your market before you commit.
  • Timing — the EUDR obligations apply from 30 December 2026 for large and medium operators and from 30 June 2027 for micro and small operators, as amended in 2025. Your importer will start asking for the data well before that.

Legal references: regulation (EU) 2023/1115 (EUDR) replacing the EUTR, as amended by (EU) 2025/2650. Ask your own compliance adviser for the version that applies to your company size.

Wood packaging and carton labelling

Pallets and skids entering the EU have to be heat-treated or fumigated and carry the IPPC mark — or be replaced with a fumigation-free solution. European customs check this closely and the failure mode is not a fine, it is a held container. We agree the packaging option with your forwarder before the first shipment, and state it on the packing list.

Licensed by Unilin Technologies. Every carton carries the Unilin L2C label, so a buyer can verify the licence at carton level. L2C labelling is checked against the packing list before every container is released.

Verify us on Unilin's official licensee list

The cheaper answer is usually the safer one

Fumigation-free board or plywood pallets avoid the ISPM 15 question entirely and often cost less than treating timber. Ask your forwarder which option they prefer before the goods are packed — not after.

Questions buyers ask us

Do you have CE marking and a DoP?

We supply CE marking to EN 14041 and the Declaration of Performance on request. Which models a DoP covers, and the language version, are confirmed in writing before you order.

Can you send the DoP in Polish or Romanian?

Yes, on request. CPR requires the DoP in the language of the member state where the product is sold — tell us your market before the order and we confirm the language version in writing.

Which CN code will my shipment use?

8 mm boards under CN 4411 13 91, 12 mm boards under CN 4411 14 91, with the board structure described on the invoice. Check the code with your customs broker before shipment.

What formaldehyde value can you meet?

The REACH limit for wood-based articles is 0.062 mg/m³ from 6 August 2026, tested to EN 717-1 or EN 16516. Ask us for the chamber report on the model you are buying.

Can you support our EUDR statement?

Species, origin and supplier legality documentation on request. Geolocation depends on our board supplier's chain — we confirm what we can supply for your market before you commit.

Do you have EN 13329 and fire reports for projects?

On request. Tell us the use class and fire class your project specifies and we confirm which models are covered by a report — and which are not.

Ask for the documents you actually need

Tell us your country, the quantity in m², your destination port and which documents your customer asks for. That is enough for a first reply within 24 hours, Monday to Saturday.
